The son of a slain NYPD officer joins the force, where he falls in with his father's former partner and a team of rogue cops. His new boss, Sarcone, will see if he has what it takes to be rogue through many trials and tribulations of loyalty, trust and respect. When the truth about his father's death is revealed revenge takes him over and he won't stop until justice has been truly served.

I don't really care if its a straight-to-dvd-movie. What I care about is, if the movie is good or not.

Well - it's not ^^

I don't even know why I watched this movie. The story is a little bit better than a good cop <-> bad cop story, the actors except De Niro and Whitaker are bad.

Its about some coke and some corrupt cops who wanna make money. Some "in the hood" action scenes, white guys call black guys "nigger", some ganstahhh rap and Mr. 50 Cent wants to revenge his daddy.

Getting a 4/10 "Poor", because it isn't even "Meh" which would be 5/10
That's my point: Two Oscar winners.
OK, straight-to-dvd movies aren't necessarily bad, but 98% yeah & in that case I BELIEVE it is.
Why would they do something like that?
It's definitely a down step if you ask me.
It does have 2 Oscar winners (Forest Whitaker and like you said Robert De Niro), but on the other hand it also has 50 Cent....

Straight-to-dvd movies are not always a complete failure, there are a few straight-to-dvd movies or movies with very limited cinema time that are in my opinion very good:
