Edgar's side-story here is tragic. You feel his anger and frustration of not being able to do anything despite having all the resources he needs right in front of him. Not to mention the very person he asked for help was the daughter of the politician whose kidnapping made a whole country move heaven and earth to rescue him.
Different circumstances sure but all Edgar wanted was someone to pick his mother up and not even the daughter of the Secretary of Defense really cared about Edgar and his request. Both Audrey and Driscoll acted very cold towards someone that was about to lose his mother. Both characters who you know would do the exact same thing Edgar did if they were in his position. And the truth is they would be able to do it because of who they are, especially Audrey, hence Edgar's response that left Audrey with nothing to say. Because he's right.
On a lighter note, kudos to Jack for convincing Tony to come along by just basically saying "Fuck you, you're coming.". Should try that approach someday.

I love how Jack can rush into a hospital, gun drawn, wearing all black with zero logos or identifying marks, and the guards just totally accept his claim that he's a federal agent without any question.
