He would not be such a pain in the ass, because he would be fired.
The fact that they try to make Frank some special commissioner, that can do whatever he wants is annoying.
This would go one of two ways:Mayor: more police at this event, and police will be stationed at thisPolice commissioner: yes sir, right away sir
OR
Mayor: more police at this event, and police will be stationed at thisPolice commissioner: NoMayor: You're fired
