7x03 Be the Change You Want to See

So some kid gets shot thinking the bullet would bounce off him because he plays a supervillain and the doctor thinks its a good idea to tell him they will put some superpowers into him?
Who thinks that that could be a good idea in any world?!?

Were Kevin and the new guy's sister playing basketball with their guns on their person?? When the gunshot went off, they both drew out their guns without reaching into a bag or anything. Why would you carry around a gun like that when you're off-duty and playing basketball in exercise clothes?
