Once again some idiot cops didn't do their job and the perp got away with the crime for 20 years. However in this case it was probably for the best because back then they didn't have the knowledge on how to test DNA and the perpetrator very well might have gotten away and then they wouldn't be able to convict him again. This way science had advanced enough for DNA testing and were able to prove that it was him and he got put away, so it was probably a good thing he wasn't tried back then.
