I could hear Tuvok shouting, "We don't belong here!" as in "Workforce" (Star Trek: Voyager 7x16) when the exact same line was used here. The story had a ton of similar elements, too.

"Homer" as the bald guy in a short-sleeve shirt that O'Neill vaguely remembers is obviously meant to be Hammond, yes, but such a description could also refer to Homer Simpson's appearance in much of that cartoon series.
