How many times throughout history have we seen people who wanted to initiate change once they are in power ? And everytime they got there, they are telling you why they can't act because the will loose the support of a certain group. And if they are then no longer in power, how can they change anything ? That's the perversity of a self protecting system. And why things stay the same. And even if there is someone who tries, there is immediate resistance trying to protect the status quo.
