I absolutely love the short story (it's good psychological drama), and I only just got around to watching this live action version, and ya know, it's not as good as the book but it's still pretty decent.
I've always thought that drunk Mr. Billings is sober Mr. Billings boogeyman, his own monster in the closet. He'd get frustrated with the children crying and suffocate them in alcohol fuelled stupor. I think he finally has a full mental breakdown at the end when he hallucinates that Dr. Harper is the Boogeyman. I also like to believe that he ends up in a catatonic state, and is put in the same psychiatric hospital where his wife ended up.
