In 2071, roughly fifty years after an accident with a hyperspace gateway made the Earth almost uninhabitable, humanity has colonized most of the rocky planets and moons of the Solar System. Amid a rising crime rate, the Inter Solar System Police (ISSP) set up a legalized contract system, in which registered bounty hunters, also referred to as "Cowboys", chase criminals and bring them in alive in return for a reward.

Due to the violence portrayed in the series, and the violence occurring at the time in Japanese schools, the series was briefly canceled and “Mish-Mash Blues” was created. The characters provide a philosophical commentary and it ends with the words: “This is not the end. You will see the real ‘Cowboy Bebop’ someday!”

This episode is a teaser for the release of the series to DVD. It contains interviews with the staff and cast, character info, a story digest of the episodes not broadcast on television (due to its depictions of gratuitous violence, only a handful of episodes were aired originally. The remaining episodes were not broadcast until 1999), the complete beginning/closing title sequences without the interference of credits or other text, and a couple of full length music videos featuring the theme track "Tank!" accompanied by the jaw-dropping animation found throughout the series.

Another day, another bounty—such is the life of the often unlucky crew of the Bebop. However, this routine is interrupted when Faye, who is chasing a fairly worthless target on Mars, witnesses an oil tanker suddenly explode, causing mass hysteria. As casualties mount due to a strange disease spreading through the smoke from the blast, a whopping three hundred million woolong price is placed on the head of the supposed perpetrator.
