Definitely has its fair share of cool action moments, with some solid animation, and an overall nice classic 70s sci-fi vibe.
The story is also good, presenting themes of overcoming political oppression. However, it isn't presented the best, with an uneven pace and various plot elements being thrown at the viewer. Told more through dialogue instead of visually, it makes for a tale which is perhaps conveyed a bit more poorly than it could have otherwise been.
The characters are also very flat and forgettable, without much of any personality being added to any of their dialogue.
Still, there's plenty to like here, and it's absolutely recommended viewing for fans of classic sci-fi, or for anybody interested in seeing one of the first anime OVAs produced.

It never really gives you what you want. 4 episodes of teasing with no real resolution. Watch Gundam instead.
