Lopaka, a young boy, is taught by his closest friend, a dolphin called Flipper, how to survive underwater so that they can both explore the secrets of Quezo, a sunken city. A giant octopus called Dexter is the evil ruler of the city. Lopaka and Flipper experience many adventures as they try to avoid running into one of Dexter's strongmen.

Dexter is bored, and he decides to look for a new group of bad guys. He recruits Spike and his friends, who are playing ball on the beach. The octopus begins to teach the kids how to be rowdy. The teenager's must now decide if they are going to follow Dexter's malicious ways.
Dexter wants to get rid of Lopaka once and for all, seting a trap for the boy to fall into a bottomless pit. Pinball gets word of Dexter's plan, and he rushes to warn Lopaka. The octopus sends his goons to capture Pinball, who outsmarts the fish and hurries to warn his air-breathing friend.

He wants to be king of the island, and the only way to accomplish this is to frighten away Flipper's parents. A boat arrives at Tabu bearing an archaeologist, Professor Sophie Troy, her son Spike and assistant, Goose. She is hoping to discover the remains of the lost civilisation of Quetzo.
While exploring in her submersible, Professor Troy discovers the underwater city of Quetzo. The sub frightens all the creatures in Quetzo and Spike, rather than staying with his mum, visits his new friends on Iloka.
While Troy and Goose are exploring Dexter's grotto they discover some hieroglyphics that explain the story of Quetzo. The symbols tell of seven crystals with different powers which, when united, harness the power of the sun.
It's time for the annual Quetzo beauty parade where all the different varieties of fish parade their glittering fins, shiny scales and exotic colours. But not everybody is happy...
On Iloka the Milihune adults have hidden the treasures in preparation for the island treasure hunt.
Spike and Lopaka's rivalry is getting out of hand. Chief Kapuna becomes involved in the boasting and a big surf carnival is arranged to see who the best surfer on the island is.
Bolo tries to build a number of flying machines, with comical results, but not much success. Soon, though, everyone has flying fever and Spike, Lopaka and Nola work together on building a glider from Spike's working model.
Professor Troy and Goose are hard at work searching for a crystal on Tabu. They find it and seize it despite reading a cryptic warning about sunlight.
Chief Kapuna has fallen sick. Luckily, Kerava informs Flipper and Lopaka of a secret plant that can save him. However, there is only one of these plants and it is located in the caves beneath Tabu.
Spike convinces Nola and Lopaka to leave their fruit picking chores to explore Tabu with him.
Dexter accompanies Delores, Inky, Puffy and Uncle Puffinpuff on a monthly pilgrimage to the Crystal Cave. There the locals give thanks to a large crystal that is believed to have special powers to prevent seaquakes.
While Lopaka and friends are playing a game of volleyball on Tabu beach, Lopaka unwittingly uncovers a dinosaur bone!
Nola and Spike go pearl diving in order to find a nice pearl for Professor Troy's birthday.
