IMDB goofs incorrectly state Frasier unplugs the television near the end of the episode. He is unplugging his father's massage chair. In earlier shots, one can trace the wire along the floor of Frasier's apartment. (I submitted this edit to IMDB, so this part of my comment might be outdated eventually.)
But Frasier is later revealed to speak fluent French, so his inability to understand his French caller in this episode doesn't make sense. When writers add new character attributes, things can get awkward if they've already written scripts that contradict the addition…
