the thing about "good cops" is they always put their trust in the institutions and that's always gonna be a bad move (if the story is realistic lmao)
I think carter did some dumb moves in this episode. if she want to take down HR so badly she could've been take help from reese,shaw,lionel and others. but she thinks she is god and going to trap herself in something even she doesnt know about..
