Series 23 of British television drama The Bill was broadcast from 3 January until 28 December 2007. The series consisted of 92 episodes, and saw the conclusion of two long running-storylines, the disappearance of schoolgirl Amy Tennant and DC Zain Nadir’s undercover drug sting, prior to the return of single-themed episodes, removing much of the serialiased format formally introduced in 2002 under producer Paul Marquess; episode titles also started appearing on screen again from Episode 20 onwards. Several episodes were aired out of production order, most notably the final parts of the six episodes for the Zain storyline.

Heaton is astounded when Mia tells him that the local newspaper is running with a ‘possible closure of Sun Hill’ story. Diane and Honey find a woman dead on her sofa, and when they investigate, Mickey and Jo discover that what appears to be a suicide may be a case of murder. Roger and Dan investigate an attack in a local pub, where landlord Vince Morgan suffered a head wound. His attacker is soon identified, but Roger soon begins to realise that Vince is not the honest man he thinks he is.

Zain returns from holiday, with his drugs baron girlfriend, Kristen Shaw, and her business partner gangster, Paul Haskew, in tow. He arrives back at work to find the Serious Organised Crime Agency filling the team in on a new lead in the Colombian drug deal. Realising he has to choose between his job and Kristen, he decides to sell his soul - and now there is no going back. Emma and Will investigate when a man becomes worried after he can't contact his mother. Honey is crushed when Will tells Tony that their relationship was only a bit of fun.

As the Serious Organised Crime Agency begin to question Zain's undercover role with the Colombian gang, drugs mule Eva Garcia contacts her brother, blowing the security of the safe house and putting the detective in great danger from kingpin Alvarez. Honey argues with Will about pressing him to go on holiday together, but before they can sort out their relationship, she answers an emergency call from Eva. Zain attempts to keep in the loop by providing fake information regarding planned decoy drops.

Zain protests his innocence when Paul discovers that he provided his police colleagues with information regarding the decoy drop. In order to avoid police detection, the lorry raid occurs before it reaches the docks, but Kristen struggles to trust Zain when he attempts to show her what he has given up to be with her. Despite everybody believing she is on holiday, Honey has been taken hostage, but manages to anonymously alert her colleagues where the real drop-off is occurring, much to Paul's dismay.

As Jack hands drugs kingpin Jose Alvarez over to the Serious Organised Crime Agency, it looks as if the Sun Hill team have done enough to save the station from closure, but suspicion mounts about Zain's involvement with the Colombian gang. Jack is determined to find out just how much Phil knows about Zain's undercover role, but with Kristen Shaw and Eva Garcia still missing, it takes a while before anyone notices Honey has also disappeared without trace.

Gina reports Honey as a missing person when she fails to report for work, and it's not long before her fingerprints are found at Bonham Wharf, identifying her as the second prisoner at the scene. Zain panics as the net closes on him, but Kristen remains calm and reassures him they can make a clean getaway. Heaton's wife tells him they are through, and Emma finds out just how controlling her new husband, Matt, can be after the pair have a bitter row.

The Sun Hill relief are briefed about Honey's death, and Will is embarrassed to learn her mother wants to meet him, as she has heard so much about him. Zain comes under intense questioning from the Murder Investigation Team, but manages to give Phil and Neil the slip in order to meet up with Kristen and make his escape. It's up to Jack to find him and bring him to justice, but with just about everyone on the Sun Hill relief determined to bring Honey's killer to justice, will Zain manage to evade capture?

Smithy and Roger arrest a man for reckless driving, but he gives a false identity and is bailed. Sam and Stuart arrange a sting operation to trap him. Smithy is unimpressed when Kezia decides to spring a surprise for his birthday, and decides to end their relationship. June tells Tony and Reg that she has decided to retire.

Neil leads the team in a frantic search on the Sussex coast, where an elated James Tennant finally sets eyes on his daughter for the first time in a year. Roger and Dan bring the boyfriend of the suspected abductor in for questioning. Emma has further problems with Matt when he turns violent after a row about a holiday.

Just two days away from retirement, June breaks up a fight between an evicted tenant and a property developer, Brian Stevens, on the Aldbourne Estate, but later finds herself under attack when she and Roger investigate allegations that the developer used bribes to win the tender. The net closes in on Amy Tennant's abductor, but Neil has suspicions that the main suspect may be involved in a much bigger operation. When DAC Hobbs is seen kissing Heaton, June is left not knowing who she can trust.

Sgt Wright supervises the mass eviction of tenants from the Aldbourne Estate, and finds herself having to manage a public order situation. DC Webb traces the driver who ran Sgt Ackland off the road. She and Insp Gold present Supt Heaton with evidence of DAC Hobbs's involvement in the corrupt property development. DS Jim Carver returns to Sun Hill to discuss a case. The station is to survive the forthcoming reorganisation.

Manson tells the warring DSs about a temporary switch with a Specialist Crime Directorate, and Phil can't help but gloat when he gets the secondment.

Disgraced detective Zain Nadir is interviewed about drug trafficking in Hayesend Prison, where he is serving ten years for perverting the course of justice, after Callum and Will discover the body of a drug addict recently released from prison. He agrees to help his colleagues infiltrate the gang involved. Jack is not sure whether he can trust his mole and fears the worst when a riot breaks out just as the police move in to arrest the operation's kingpin, Zain's cellmate Jason Forbes, who makes good his escape in the confusion.

Zain gets a frosty reception at the station when Heaton secures his release from prison to help Meadows with the recapture of escaped killer Jason Forbes, and Will can't help taking a swing at the man who callously disposed of Honey's body in a bid to save his own skin. Unsurprisingly, Zain encounters hostility from several of his former colleagues. The pursuit leads to a gunpoint showdown, giving Zain a clear choice between escape and doing the right thing.
