Berlin is a lot scarier than Raymond. Raymond is simply more intimidating, less scary. But only because of his organization and the people/criminals he knows. If you were to take the latter out of the equation, Raymond isn't that intimidating let alone scary. Berlin would be more fitting as the criminal mastermind who is the fourth criminal on the FBI's Most Wanted List.
