7.5/10 on a post-classic Simpsons scale. Better than I remembered. The central premise, Ned having a moment that finally pushed him to his breaking point with Springfield, and then moving to a place where people were even more uptight than him, was a solid one. As is often the case by this point in the show, the humor isn't as sharp, with a lot of jokes feeling shoehorned in or overexplained. And the "Coach", the guy who moves in next to Homer is an intentionally obnoxious character who isn't cleverly crafted or even really fit into the show's universe. But there's solid character-based stuff with Ned and Homer that carries the day.
