A very good example that you don't need any form of crisis or thread to get a great episode. Do a story with depth about characters, and with the actors you got, you can hit a homerun. That The Doctor develops feelings for Seven isn't such a stretch. They are spending a lot of time together and since we know he's capable of emotions in was only natural. I always found his care for Seven much more honest than Janeway's. I really felt sympathie for him as his situation is so easy to relate to. The side story with the Ambassador was funny at times (Seven of Mine has a nice ring to it) but also a bit of a repeat from something TNG did. According to imdb both Ryan and Picardo did some of their own singing which impressed me very much. That sounded great.
