Hands down the best in the franchise! Fallout feels like the culmination of everything good about the franchise in one movie:
The best action sequences. To this day my favorite action sequence and most memorable was Ethan hanging in mid-air at 1700 feet on the Burj Khalifa tower (Ghost Protocol). Well here, they managed to top that with the helicopter scene I was on the edge of my seat the whole time. The bathroom fight is my second favorite, top quality hand-to-hand fighting. Motorcycle chase was epic.
Crazy stunts. Fallout has the best of them, frankly some of the best ever made. It's crazy to think that Tom Cruise is actually doing a lot of these on his own.
The characters. They're the best they've ever been, more fleshed out. Simon Pegg is our comedic relief while Ving Rhames is the heart of the team. We also get the best version of Ethan Hunt. The scene at the beginning with Luther and especially the one with the police woman really elevated him as a character, made me actually care about him for the first time in 6 movies.
The story. The most interesting we've had yet. It also balances the story and the action well in contrast to Rogue Nation who was 80% story and 20% action. Never a dull moment here.
The third act was perfection, the stakes have never been higher.
How could they possibly top all of that in M:I 7 ?!?
