Maybe CIA dude wasn't 'evil' per se, but had nefarious intentions in a fight to prevent the observers from taking over. but that assumes he knows a ton of info abt the future that we aren't privy to yet. most likely scenario: cia was 'collecting' intel, observing the observers.
