There's no way a contractor would just hand off their work to a single, unknown man. There's zero guarantee that he would be able to get the work done (because they don't know who Ron is), and the contractor would be solely liable for that.
Tom can't make any assertions about the quality of the food in his theoretical future restaurant because he doesn't even have a chef in line (nor is he making the food himself). So that's just empty conjecture. Actually, I suppose that's probably a pretty realistic depiction of a business pitch.
