The SUNGs and the YIMs are fighting over the issue of water shortage. HEI tries to calm everyone down by saying that he has sent people to the neighboring town to dig wells and bring water back. KAM is impolite to FUN and FUNG knows that KAM is in love with SING. CHO suddenly arrives with his troops, saying he is stationing himself at the YIMs to help capture the bandits. HEI welcomes his intrusion, but the crowd dislikes it. YEUNG proposes to leave the YIMs temporarily in view of the draught. YUK objects, but no one listens to her.
