Max Zander, a World Intelligence Police Agency (W.I.P.A.) agent, is transferred to LKA Dusseldorf, Germany, where he shall investigate the Russian Mafia. When a friend of his is blown up by a bomb, Max is full of sorrow and decides to take revenge for his friend anonymously as the Clown.
The Clown has to deal with the ruthless drug kingpin Görtz. When Max sets out to stop Görtz's business, the big dealer lures Zander's best friend Ludowski into a trap and kidnaps his children.
A crime fighter dressed as a clown has helped out the police. The now retired clown returns when the German gold reserve is robbed by a criminal gang.
