This movie was actually very fun, I like the fact that it wastes barely any time at all, only takes a few minutes to start the action. Compared to the previous movies this one starts feels like nonstop action, with almost 30 straight minutes of fight scenes which gives it a big plus. Every single instance that there is a fight scene going on you'll be hooked, it's incredibly entertaining without a single dull moment once the fighting begins. I don't know if it's just me but there really seemed to be a lot more effort put into this movie, I thought the animation and effects stood out a lot more. There isn't really any originality in the story, it's just more androids trying to kill Goku which has already been done twice in the series, if I'm being honest this one feels like it's a two part filler episode taken from the Android saga.
If I'm being honest I found the main villain to be a bit plain, his redneck accent in the English dub can be pretty funny but he just didn't stand out very much to me. His transformation isn't really all that special either since he just resembles a blue skinned super saiyan instead of something original. However Android 13's saving grace would definitely have to be his entertaining fight scenes reaching brutal levels that surpass Cooler, especially after he transforms. Androids 14 & 15 had more original designs than 13 in my opinion, though I have to admit 15's design is bizarre even for DBZ standards. But I can't really say anything else about them since they're really just the henchmen of the movie.
I honestly can't think of any personal complaints to say about the movie itself. For once I didn't even find the villain's defeat to be anticlimactic. It's actually a very fine example of everything that DBZ came to be known for.
Did the people who worked on the DBZ movies have no clue what to do with Piccolo? Why is his role in every single movie to just save Gohan...?

A bit of a step up from the earlier Dragon Ball Z films. It doesn't do much of anything original in terms of the story, taking many of the same story beats from the Android Saga in the TV series (which was airing around the time this was released). Thankfully, it doesn't dwell much on the story, instead focusing mainly on quality animation and action scenes, both of which it does very well.
A basic yet solid action movie for any Dragon Ball fan, or just any fan of any animated action films in-general.
