Rudi Blaha is the press officer for the city councillor in charge of sanitary installations. The latter's pet project is a factory which should recycle the garbage of the city of Vienna into salable products. It has gradually turned out to be a flop. Construction on it has continued despite warnings from critics which have been ignored. When the press officer does a bit of investigating on his own and voices his doubts, it's too late. The factory has to be put into operation. This political farce is intended to examine how power and the making of decisions are misused to create situations which often, after reaching a certain point, are irreversible.
