The X Files and Millennium share many of the same writers such as Frank Spotnitz who wrote this episode, and for some reason they like inflicting suffering on the main characters and their families. I don't like it, and personally i think it's a disgusting thing to do, both as a concept and as a writing tool, and i think it shows a lack of good ideas and realism.
Still, this episode was presented well enough in it's execution of the plot, and i liked seeing more of Frank's family. I like how we pretty much got confirmation of Frank's psychic power, because his daughter has inherited it, even though the confirmation of her ability felt throwaway in the episode because it wasn't utilized or explored.
