[8.5/10] A Parks and Rec Halloween classic. Both stories work here. The main one, featuring Leslie, Dave, and Andy stalking and then interrogating the titular Greg Pikitis, to try to catch him engaging in some Halloween vandalism, is a winner. Leslie fixated on a grudge is an enjoyable Leslie, and Andy’s enthusiastic incompetence and Dave’s down-to-earth reluctance make for excellent side dishes. Plus twists like the fake mom, and the dumpster-hiding method of vandalizing the Parks Dept. even give this one some fun twists and turns. Leslie on the chase leads to some great comic setpieces, and even a nice moment between her and Andy that shows the upside to her fixation and belief.

The B-story is good too, with Ann being reluctant to invite Tom to her Halloween party, only to see him later come in and save it. It’s mostly an excuse for some amusing vignettes, like Mark rebuffing April’s coworkers who are attempting to test him, or Ron’s awkward interactions with Ann’s boss, but the bit with Ann learning that Tom’s party-hearty attitude can come in handy makes for a nice throughline.

Overall, an outstanding Halloween outing for the show.
