The absolutely audacity and flex of Dan and Swampy here have to be seen to be believed. While it's certainly not going to be for everybody tastes, it certainly is for mine as the episode goes full blown Memento (in fact the structure is directly a parody of said movie, which is the first time I've seen a DISNEY show parody freaking Memento) and uses that structure to it's advantage. It's weirdness is the substance here, and the fact the formula still works is a testament to it's strong writing.
It also has easily some of the lighting work of the show, with it's dark and ominous backgrounds and it's constant foreboding atmosphere. This is easily one of the most unique episodes of the show, and because of that it deserves all of the commendations in the world - it's genuinely great too so there is that.
