Despite being only 11 minutes, "The Doonkleberry Imperative" does a lot in this timeframe, with three separate storylines that all contribute to major worldbuilding and character development, all with the ease that this show has become known for. The most significant is Candace and Vanessa beginning to build up their friendship, which is great to see after several seasons of them subtly interacting with each other.
The other two plots are meant to serve as a way to truly begin to understand the country where Doofenshmirtz came from, and they both do their jobs excellently and hilariously, particularly the Doof plot which involves the funniest driving test in animation history. Really fantastic stuff once again.
