So close to a perfect score from me. It's hindered only by a lack interesting gags once the fighting begins, but still, I love to watch Popeye and Bluto beat the crap out of each other. I like when Bluto says "Hello" to Popeye when they meet on the street and then punches him into a brick wall. They have a solid friendship.
Popeye really does a lot of mumbling under his breath, talking quieter than usual and not moving his mouth. This style of Popeye "ad-libbing" is probably my favorite thing about these old Fleischer cartoons. This features some really neat backgrounds that look almost 3-D.
