Like previous episodes it suffers a bit from the fact that it's just the middle part of a longer story arc. And like the rest of the season, it still suffers from the fact that Jadzia's contract wasn't renewed and that Ezri needs a somewhat satisfying story arc until the show is over. Thus, in this season, they needed a lot of time to introduce here, a lot of time to tell that she's not Jadzia and a lot of time to clarify her relation with Worf. And now, in this episode, they take a lot of time to tell her story with Julian so that her story can end decently. This makes this part of the story like a meandering soap opera. While the world burns, Ezri and Bashir are doing this...
However, the rest of it, is a solid 7/10. Do you get it now? Odo is as central to the show as the Emissary. Odo's Story arc is just great and this betrayal by some in Starfleet in order turn him into a WMD is another great twist. Are we the baddies? Thus, this episode is also central for the conclusion of the show. Best scene: Kira's compassionate look (in Starfleet uniform) when she hears the news about Odo's involuntary involvement in genocide. What a great love these two have.

A fantastic juggling act of both separate and intersecting storylines, with intrigue and twists galore. This is mostly set up rather than anything really explosive, but it's all so gripping. Great to see Gowron back and as laughably egotistical as usual. I like that Bashir is given a lot to do as I find I tend to really enjoy his stories now.
Nana Visitor looks particularly great in a Starfleet uniform.
