I disagree. She’s not wedding obsessed like Rachel or Monica. Back when the show aired, it wasn’t common to go to city hall to get married and low cost weddings weren’t a thing. Phoebe never had a conventional life, she was almost one of those kids and now has an opportunity to experience something “normal.
It’s cringy to see them giving then taking the money back though.
