Mila was bitten by Danika who's the type of vampire that keeps people alive to drink their blood and injects venom into them as well to keep them docile, and now she's a vampire. The same type of vampire Danika is. Yet Luther told Bobby that those types of vampires don't turn those they bite. So, Bobby's assumption and justification for killing them being that they could've turned sooner or later seemed to have been correct. And Luther's the doctor. That seemed like a massive assumption for him to assume. Unless the gene that causes those with it to transform has something to do with whether or not you're turned when you're bitten by the type of vampires that have normal fangs.

I think Dr. Swann just saw those people as victims and didn't want them to be killed.
He had no clue if they would turn or not IMO and he didn't care, he was just trying to save them.
