@bassoo7 - He still has a physical disfigurement in this timeline, and we know events are altered but never totally changed, so chances are he still got that near death beating from Ulrich, and that's what he means by "It was you (who blinded me as a boy)". I also suspect Helge remembers all the timelines he has lived, a side effect of the temporal flux brain scrambling, thanks to the torture he endured as a boy at the hands of Noah/Hanno.
