When the jokes get better and worse at the same time. Parts of it have very solid jokes, fun moments, creating a good time. While at the same time it totally reeks from trying WAY too hard to make absolutely everything funny.
This is what you get when you let the Joker perform a Harley-Quinn style electro-shock therapy to the cast, writers, and director. Clearly somebody was off their meds in the making of this film... I just wouldn't say it was totally a bad thing.
