That's a fair interpretation. A little generous perhaps.
I'd argue that the pseudo-sequel, Enemy of the State, would make that point better. It is at the crossover point where modern tech enabled such surveillance and then brought government & private interests to the surveillance apex.
As you say, now that ship has sailed and it is a given that all powerful entities know our every keystroke and utterance. And there was a time when they didn't and people fought to keep it that way...

To any one born after ‘99 this might as well be science fiction, from a archaic time when people cared about their privacy within the home. If you allow yourself to mentally go back to that time, a time before we made so much “progress” you’ll find this is a pretty decent movie.
