The reason why this one sucks compared to the ones following it is simple: it takes itself seriously. The filmmakers were still treating the franchise with dignity at this point, which is a bad idea, as these films are inherently shlocky and written like soap operas. It looks quite nice, and there are some decent set pieces, but it’s all too grounded to be entertaining. You can just tell that these movies work better when they’re heightened.
