@sagar_uchiha i think its a metaphor...the powerful (war mongering general) taking more money from the less well off that the less well off have already paid for in their taxes :) taxes paid for the snacksies right LOL

@sagar_uchiha Because he had thought about it. Plus when he's busted no one did nothing. It's so natural when someone (a stranger) gives you something and says "pay", you pay. It doeasn't matter if the stranger had obtained it for free.

A metaphor, like some people can make money because they know some we don’t. Like he know where to get the free food, so he can charge for this information.
