TOS's Mudd meets SW's Han Solo meets Star Trek's TNG. It's that bad as it sounds.

Data literally isn't funny in this episode. It's sad they wasted the exploration of his obvious deficiencies by putting it in such a medicine episode. Even Guinan can't save this part.

There's also a very classic Star Trek problem about when it's appropriate to grant asylum and protection. There's a fugitive who's hunted on basis of an archaic alien jurisdiction. The crew must must find a clever off-ramp. It's a first in TNG (I believe) but it has countless iterations in later seasons and other installments of the franchise. This episode is particularly bad in discussing this issue, since it doesn't really knows what it wants to be: a serious episode or a comedy? Even the end that could perhaps be saved by finding a clever way out, is pure kitsch. More ridiculous than uplifting.
