@danio1972 My theory, based on the officers' statement that it'd be a good place from which to launch an attack, is that the Romulans were trying to see if they could establish a secret base of operations on the planet, with the hopes that its harsh atmosphere would prevent the Federation from poking its nose in and finding them out.
