In Brussels, President Ellen Wilson and Premier Mikhail Gorbachev sign a treaty, dubbed as the Mars-7 Alliance, along with India, Japan, the European Space Agency, the Coalition of Communist Countries for Spaceflight, and North Korea to end the competition in the Space Race. The treaty was a triumph and a top priority of Wilson's second term. Canada and China opted to remain independent from the treaty to pursue their own priorities in space exploration. The Mars-7 nations collectively contributed hundreds of billions of dollars to expand Happy Valley from a research station to an industrial mining facility able to house hundreds of astronauts and cosmonauts. Helios Aerospace won the contract to be the sole company charged with expanding Happy Valley's infrastructure.
