I blame the Air traffic controllers in this one! To me, (and i'm no controller), a plane critically out of fuel is an emergency by itself, I don't need the crew to even declare that it's an emergency to know that it's an emergency. Sham,e how the NTSB covered their fellows for the mistakes they have commited!

This case affected me no attention to the word "PRIORITY", that means we need help now!!!, not later. Because of that the plane fell.
