Satomi (Ai Hashimoto), who works as a part-time worker of the Social Welfare Division of Tsugawa City Hall, is suddenly ordered to work as a case worker one day. A trusted senior, Yamakawa (Masato Wada), encouraged me, but with anxiety I started a home visit for my welfare user with my colleague Onodera (Takahisa Masuda). However, later, Yamakawa was found dead at the fire site of an apartment where many users live, raising the suspicion that he was involved in something illegal.
Satomi is told by a detective, Wakabayashi (Yukiya Kitamura), that Yamakawa's death could result in murder. While visiting the houses of the users who were burned out by the fire without being able to hide their upset, he visited Onodera, but while knowing how trusted Yamakawa was, he was spending an unnaturally long time together (Kako ( Marika Matsumoto) and Satomi's older brother, Kaneda (Yasuto Nasu) and their relationship with suspicious people can be seen.
Satomi wants to know the truth about Yamakawa's death while disregarding Wakabayashi who is persistently obsessed with him, and begins to investigate the mystery of the case, such as meeting Yoshiko and a person who knows Kaneda today. Then, one day, a man who was dissatisfied with the response of the Social Welfare Section got into the city hall and a big uproar occurred, and his feelings towards Satomi and the users of Onodera began to change. However, Satomi did not realize that he had an unexpected enemy nearby.
Satomi was warned by Wakabayashi to “don't believe in the people around him,” but he was able to grasp the fact that a hospital was misusing the welfare system because he seriously faced with Yoshiko. However, for some reason, Onodera, who had been conducting the investigation together, suddenly began to show a passive attitude. And a call from Kaneda who was missing... On the other hand, Wakabayashi decides to make a decision and embarks on to Yoshiko. The dark fight was about to begin, where the city's interests and the future were intertwined.
Satomi was provoked by the wife of Yamakawa. Satomi who realized the meaning learned the truth of Yamakawa's death. And, he tried to accuse himself, but it was a life-threatening action. Wakabayashi tries to save Satomi... How do you deal with the people who have encountered various difficulties and anguishes that you have met?
