1x03 The Butler Did It (A Bird in the Hand)

This episode is funny even though it starts slowly.

My favorite scene is when Capt. Hocken tells Lt. Drebin to cover him while they are engaged in a shootout. Of course, Drebin throws a sheet over the top of Hocken who proceeds to stumble all over the place, even into the line of fire until finally falling face first in front of the shooter, who proceeds to trip over him and is cuffed by Drebin in the most anti-climactic way possible.

A close second is when Lt. Drebin jumps into the middle of a pickup game of basketball while interviewing a witness and proceeds to dominate when he hits a running jump shot and then makes a steal and drives in for a layup.

The chimp throwing papers around during the closing freeze frame is pretty funny, too.
