RSPCA inspector Keith Hogben revisits a farm in Wales where both farmer and dogs are living in shocking conditions. He has warned the owner before to clean up or give up the dogs, but amid the rubble, Keith discovers that the farmer now has a new litter of pups. Keith gives him one final warning, but will the message get through?
