When he applies for a license for the restaurant with the Justice of Peace, Milo Temple, it is denied because he is Chinese. After being jailed for attempting to open the restaurant without a license, he is represented by a local attorney who has become an alcoholic. The case stretches the attorney's abilities to the breaking point.
