From the comments here I think people are missing out the idea I think is behind the movie and it's actually a good one.
The level below doesn't exist. I think Goreng died at the bottom and threw the Panna Cotta because the rules of not keeping the food should still apply but didn't, as part of his illusion. The little girl couldn't survive the last level and was too clean for the place, also an illusion.
I think she's the Panna Cotta, which found it's way up and we see it in one of the earlier scenes, where the head chef tried to find whose hair is on the dish.
Goreng thought that his message doesn't need a messenger, that it will be clear - but it was missed. The administration, which I think is a analogy to God which is mentioned a few times in the movie and at every level the question of belief is asked, misses the whole point of it and is clueless to the pain and the suffering of the people below (Imoguiri worked for them, didn't know what the people really go through and thought there are only 250 levels).
They make everyone their favorite food of the highest quality and they probably think it's enough for everyone because each one should get his. The people being people, take more than they should or have to and as a result there's only enough food for the first 50 levels and the familiar hierarchy (the rich take most of the food that can be enough for everyone).

If I would've read the books, I'd have no idea what the heck is going on and no motivation to keep watching. The only thing that keeps me going is that I want to wait and see how they will screw up even more great scenes from the books...
What's up with the number 13 and 27?
It might be an unpopular opinion but the idea was poorly executed, like the writers were lazy and just wanted to get something out.
I didn't feel anything that I'm used to from the previous episodes of Black Mirror and I don't feel like there was really any point to the movie, or maybe I just missed it. No matter what I choose the movie always reverted and moved to the direction the writers intended to.
I hope Netflix will make better use of the concept in the future. I expected something similar to Tellatale games, they have a lot to learn from them

why the heck didn't they keep interrogating him about him lying about his son? what about the cabin being cleaned up after he tried to lure Molly in? This season/series is garbage

It's a fun show to watch. The idea is great (credit goes to the books), it won't blow your mind, but it's fun
Overall this was a good finale. I do have some questions though... Weren't they concerned that Paige and Henry may be killed by the KGB to cut loose ends? Why was Stan so forgiving in his reaction for the final reveal? I wouldn't be so convinced to let them go if I was him. They did so many bad things he can't even begin to count, and instead of at least taking them for questioning he let them go so easily...

It is interesting in the beginning, then becomes pointless really fast, literally nothing happens in every episode. It drags and drags and drags and drags likes this just to have pointless ending. I hope it is not renewed for a 5th season. Don't waste your time on this
