However, did this show really have to end with a women are bad drivers trope? Since it was Moffat's farewell as well, I shouldn't be surprised.

Two things:
1) Why is there a duplicate of Special 2: Data Migration under "Specials"?
2) Not counting the duplicates of Special 2: Data Migration and the OVA, what are the remaining specials, exactly? On the Wikipedia page, it only mentions the 26 episodes of Season 1 and the OVA, but none of the other 5.

I can't answer 1. Perhaps no one can.
2 is because some collectors see a series completeness as containing openings and closing segments, separate from the episodes. Those files can be found listed on AniDB: https://anidb.net/perl-bin/animedb.pl?show=anime&aid=8395
So they're not critical to the story, but they do exist. Think of them as DVD extras.
